Overview

GovCIO is looking for an Data Engineer to join our Health PMO team. The candidate should have experience with a civil agency, preferably Veterans Affairs. This is a remote working opportunity. This individual is expected to have a proven track record of working remotely with minimal direction.  Office hours are M-F 8am-5pm ET.

Responsibilities

The project objective is to create an innovative multi-environment (on-premise data centers, hyperscale clouds – Azure & AWS) secure genomic analysis on large volumes of data, including use of AI/ML techniques. The team will be responsible for the rapid acceleration, and translation of vision into architecture and delivery of systems, solutions, and services to researchers and clinicians with a high level of security and privacy. Excellent technical skills and experience in the respective areas with critical thinking to solve complex problems will be key for the success of the architects and engineers.

  • Implement Data Strategy and policies.
  • Build, test and manage data pipelines for data collection, processing, storage, retrieval, and archive.
  • Build Data Management tools, including but not limited to data migration, data cleansing, data security & privacy, ETL process, Data Access Layer, Data API's

Qualifications

Required Skills and Experience

  • Bachelor's degree in Computer Science with 12+ years (or commensurate experience)
  • Proficiency with wide range of database engines and data types
  • Expertise in data management techniques and tools in on-premises (private cloud, IaaS, and enterprise systems) and cloud (AWS, Azure)
  • Working experience in data migration techniques
  • Working knowledge of data replication, data sharding, caching, data lifecycle management, data classification, data security and privacy
  • Experience in implementing efficient data access algorithms with PB volumes of multiple distributed data structures and ACID enabled multi-phase commit solutions.
  • Working experience in managing large volumes (PB) of data
  • Experience in building Data pipelines, ETL, MAP-R and data access layer
  • Knowledge of building distributed data systems and data clusters
  • Knowledge of healthcare and bioinformatics data sets and PHI / PII data
  • Experience in designing and building data analysis and visualization solutions.
  • DB Knowledge: SQL, NoSQL, Object, Files, Distributed DB, and multiple DB engines
  • Languages: Python, SQL, R

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $160,000 - $170,000 Annually
