Location:
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship. 

What will you do?
We are looking for a highly experienced data analyst who develops data teams and products in the international development space to join Bixal in a senior leadership position on USAID Analytics, Data, Visualization, and Information Services (ADVISE) 2.0 Project, managed by USAID’s Office of the Chief Information Officer (M/CIO). This position is projected to start Summer 2023. This individual will serve as an expert on the organization of technical teams as well as regulations, policies, standards, and practices for managing official US Government foreign assistance data. The Principal Data Analyst will serve as the top technical lead for multiple smaller teams tasked with maintaining centralized, high-quality reporting and visualization services to USAID staff members worldwide. They must be an expert data analyst, comfortable with working with multiple teams and systems, experienced with handling economic data specifically, and adept at communicating with a wide range of research, technology, and policy professionals. The right candidate will be excited to positively impact millions of people worldwide by infusing their knowledge and research best practices into foreign assistance data processes.

Important Note:
This is a full-time proposal position contingent on contract award.

Responsibilities:

    • Serve as the lead data technologist of multiple cross-functional teams, facilitating access to and analysis of development and humanitarian assistance data and information.
    • Develop efficiencies for processes and identify potential new data visualization products.
    • Guide responses to requests for reports and visualizations that touch on multiple programmatic sectors and geographies around the world, spanning all aspects of agency operations.
    • Present findings and reports to senior officials.
    • Facilitate the improvement of the quality of data visualizations.
    • Coordinate the harmonizing of foreign assistance data from a wide and disparate range of information sources, both structured and unstructured.
    • Provide subject matter expertise, information, and guidance on the validity, timeliness, and appropriate formatting of data to promote effective use and dissemination.
    • Support various tasks related to Congressional and international reporting requirements.
    • Provide guidance to support and maintain various databases and portals, providing a multi-dimensional picture of US foreign assistance that allows all users to find and retrieve the content they need.

Qualifications:

    • Expert at analyzing and reporting on US foreign assistance over time across multiple agencies for US Government purposes.
    • Proficient at aggregating, normalizing, and displaying international development data from multiple sources.
    • Expert at conveying nuanced distinctions and conclusions while ensuring accuracy.
    • Can apply quantitative research methods working with world foreign assistance data, can operate or manage foreign assistance databases, and apply statistical methods to economic analyses.
    • Deep and detailed understanding of the Standardized Program Structure and Definitions (SPSD) and other official standards and frameworks for US foreign assistance, the International Aid Transparency Initiative, and Official Development Assistance per the requirements of the OECD/DAC.
    • Graduate degree in economics, data science, mathematics, or related area.
    • 10+ years of experience analyzing and reporting on US foreign assistance.
    • 5+ years of management experience.
