About the team

The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.

About the role:

The Program Manager will play an instrumental role in, and is ultimately responsible for leading, BlueLabs’ engagement with a project. You will lead the partner relationship and manage a team of data analysts to drive high-impact efforts that improve Americans’ access to healthcare. The project’s broad goal is improving the online healthcare plan selection tool for eMedicare by providing analytics of web user data, evaluating changes to the site, analyzing user interventions and new federal initiatives, and understanding the beneficiary population and how to serve them best. 

In this position you will:

  • Direct the broad vision and goals for analytics that drive meaningful utilization of a digital service used by millions of Americans to make important healthcare decisions.
  • Manage, coach, and mentor individual contributors to help them grow professionally and increase the direct impact of their work across our community of stakeholders. 
  • Champion strategies for using analytics as a tool to decrease inequities in service delivery, in addition to growing overall program participation.
  • Identify high-level program priorities, explore and observe trends and insights, and design analytics initiatives that are responsive to our user’s needs. 
  • Report key metrics and communicate the team’s capacity and requirements to our partners in order to drive their decision-making. 
  • Provide policy input to modeling efforts and coordinate background policy research.
  • Produce and sign off on final modeling, scoring, documentation, and deliverables.
  • Oversee and serve as the primary point of contact for an external partner engagement, as well as interface with client government agency representatives, building meaningful connections with stakeholders and ensuring that BlueLabs’ interests and goals are properly represented with regard to determining reasonable timelines, workload, direction of the project, etc..
  • Effectively manage the business aspects of the team such as following legal requirements, meeting contractual obligations, staffing with the right skills, and ensuring the team meets 100% of its contracted billable hours.
  • Provide guidance, coaching, goal-setting and intellectual leadership to the team, ensuring that staff time and resources are allocated appropriately.
  • Facilitate communication, promoting high quality documentation and task management and ensuring that the team has access to the data, tools, and resources that they need to be effective.
  • Such other reasonable tasks that may be assigned by management. 

What we are seeking:

  • Bachelor's degree in a quantitative or related field.
  • 2+ years’ experience in consulting and/or working with external partners, stakeholders, and clients, preferably in the public sector, technology, data, and/or consumer engagement services.
  • Experience with analysis of site usage, conversion funnels, website performance, healthcare claims, beneficiary, or provider data is a plus. 
  • Experience manipulating data using tools like Python, SQL, or R.
  • Experience analyzing data using server-side or cloud environments like Sagemaker or Jupyterhub is a plus.
  • Experience mentoring or managing team members.
  • Experience understanding, synthesizing, and communicating technical information and requirements to a wide variety of audiences. 
  • Ability to understand client, business, and technical requirements and translate them into actionable outcomes and plans.
  • Demonstrated ability to fulfill client-facing data deliverables.
  • Tolerance for ambiguity with the ability to juggle several initiatives with multiple competing priorities, deliverables, and deadlines.
  • Excellent written and verbal communication skills with the ability to communicate concise, impactful, and data-informed stories to both internal and external stakeholders.
  • Passion in applying your skills to our social mission to problem-solve and collaborate within a cross-functional, client-facing team environment.
  • The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years.
