About the job
This position is needed to build, lead, and scale a successful data organization; across Data Analytics, Data Science, Data Engineering and Data Governance.
Responsibilities
In this role, you’ll:
- Define a clear data strategy and roadmap for the organization by understanding the needs and use cases of the stakeholders, driving alignment around prioritization, and ensuring execution of the roadmap
- Architect and implement large-scale data processing infrastructure that enables analytics, data science, and machine learning in a cloud environment supporting hundreds of concurrent users
- Operationalize data governance and management framework and approach across all data domains
- Provide strategic leadership to grow and align data science and data engineering platforms into esteemed and commercially viable centers of excellence.
- Partner with software engineering teams and data stewards to model foundational schemas, and establish data contracts to improve production-level data quality at every stage of the data lifecycle
- Collaborate with the executive team to re-imagine Twilio's data ecosystem as a translational engine wherein scientific talent drives innovation.
- Serve as a role model as a responsible and accountable “working” leader.
- Prioritize creation of Data Assets (both internally and externally sourced)
- Build and maintain core data assets supporting major analytics and insights use cases across the organization
- Design and build a scalable data platform that can ingest, store, manage and stream massive amount of data while simplifying its analysis and processing to enable rapid development of high-quality data products and services
- Design and optimize data pipelines to support descriptive analytics, data science, and ML
- Create Data Analytics solutions to business problems enabling increased competitiveness
- Together with product management design and execute a roadmap to build a portfolio of differentiated, revenue driving services
- Collaborate with UX and software engineering teams to ensure easy discovery and licensing of data as well as a low-latency delivery of and high-uptime access to the data products and services
- Implement a data governance policy for data management of partner/3rd party data to ensure data privacy compliance with GDPR and CCPA
- Partner with software engineering teams in designing data request/delivery APIs and the creation of a standardized metering and instrumentation approach for all data products
- Design and implement an experimentation platform for the agile, but secure, testing of data products and services
- Drive continual improvements for reliability, performance, scalability, and quality and own associated KPIs
- Build and mentor a world class team of data engineers, expanding the impact and reach of data at Twilio
- Serve as strategic advisor to the executive team. Using data to deliver insights, you will impact and influence decision making of key performance drivers.
- Build a multi-year strategy around data. Ensure we are thoughtful about what data we collect, growing it where possible and useful, and that we are using it to its full potential.
- Build a framework for data investments that ensures we are appropriately balancing R&D with products that deliver strong return on investment.
- Act as a champion for a data-driven culture and share the best operating practices within as well as outside the Data team.
- Champion the use of data throughout the organization, work to ensure our strategic planning is guided by data.

Required:
- 7 or more years of experience in the data engineering and software development life cycle
- 5 or more years of team building and people management experience
- 5 or more years of hands-on experience building and maintaining customer facing (revenue driving) data products
- Deep expertise in modern cloud-based data platforms, architectures; intimate familiarity with vendor ecosystem (i.e., AWS Redshift, Google BigQuery, Azure Data Warehouse, etc.)
- Experience working with DaaS/SaaS platforms and products
- Strong product sense, with a solid understanding of user engagement and monetization strategies for data
- Comprehensive experience using SQL, Python, and Spark
- Expert knowledge of time series database, data streaming applications e.g. Kafka
- Comprehensive experience with workflow management engines (i.e., Airflow, Luigi, Azure Data Factory, etc.)
- Familiarity with modern data science and product analytics tools and techniques such as R, Machine Learning, and advanced statistics is a plus
- Comprehensive experience with predictive and prescriptive modeling/ machine learning
Desired:
- Candidates with advanced degree with technical focus (e.g., Statistics, Computer Science, physics, engineering, etc.) or related fields accepted at lower experience levels
- 8+ years of experience in a data engineering role building end-to-end ETL/ELT pipelines, and working with data warehouses, data lakes, and their underlying infrastructure
- Experience with data governance, schema design, and schema evolution
- Progressive leadership experience mentoring and coaching others, and partnering with cross-functional teams
- Experience building, maintaining & improving batch data pipelines using DAG-based tools such as Airflow
- Experience with cloud computing platforms such as Google Cloud Platform & AWS
- Experience implementing DevOps best practices within the data platform, including solutions for CI/CD, data observability, monitoring, and lineage
Location
This role will be remote and based in the USA.

The estimated pay ranges for this role are as follows:

Based in Colorado: $234,480 - $293,100

Based in New York, Washington State or California (outside the San Francisco Bay Area): $248,320 - $310,400

Based in the San Francisco Bay area, California: $275,840 - $344,800
- This role is eligible to participate in Twilio's equity plan and the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state.
