Optum Enterprise Analytics seeks a Director, Data Strategy to lead the operational management and product evolution of business-critical enterprise data assets. You will be the strategic product leader charged with understanding the business use cases, technological platform and underlying data, enrichments and analytics embedded in our data warehouses and will manage the budget, operations, delivery and evolution of data products based on those warehouses. You will partner with our business teams, privacy & compliance, engineering teams, analytics and other end-users of our data products. You will have accountability for efficient and timely delivery of data products, for driving data quality and data governance improvements, and for acting as a strategic partner to business owners. You will be a data and analytics SME more so than a technologist, and you will mentor engineering teams in the principles of data quality and data stewardship.

Primary Responsibilities:
- Partner with our engineering and delivery leaders to understand existing platforms, tools, and processes and chart a plan for systematic improvements to drive increased data quality and engineering efficiency
- Develop roadmaps, prioritize backlogs, lead POC’s, etc. to improve data processes, create efficiencies and deliver value
- In conjunction with business product leaders, develop a roadmap to evolve data products and warehouses to meet expanding and evolving content requirements and new use cases
- Ensure timely delivery by engineering partners of weekly and monthly data products to multiple stakeholders. Own the client relationships with upstream data providers and downstream data users and drive a high level of customer service and overall level of customer satisfaction
- Manage budget, including expenses, tracking and forecasting as well as approving staffing for department and engineering partner teams
- Be a data SME across our enterprise data product portfolio and drive adoption of best practice management techniques across that portfolio
- Manage, mentor, and lead engineers, data delivery teams, and analysts, who are part of our extended team
- You must love healthcare data and data quality and be able to mentor/teach and communicate the value and rationale of different data needs, enrichments, and data use cases
- This role requires having an analytic mindset with the focus being data as the priority over technologies

Required Qualifications:
- 7+ years experience managing data or analytic products with client delivery accountability
- 5+ years deep healthcare data knowledge and understanding
- 1+ years experience working in highly matrixed organizations and/or consultative/advisory role; natural collaborator
- Must have experience across multiple healthcare data types (e.g. administrative claims, hospital billing/discharge, EMR/clinical, inventory/supplies for healthcare, etc.)
- Experience with full end to end management of operational data pipelines from source, thru process, to delivery and use in healthcare business or clinical data setting
- Experience leading teams (direct or cross-matrixed) responsible for developing, managing or delivering data products/processes, data and analytics warehouses
- Experience creating order, clear roadmaps, and a path forward despite ambiguity and complexities
- Proven experience with delivering data as products with client or commercial accountability
- Experience interfacing with software and/or platform development teams
- Telecommute is available for this role; must be available for international meetings
