Aetna’s Medicare Stars Team is growing and expanding! This is exciting opportunity to join a high performing, collaborative team as a Lead Data Engineer. This individual will focus on evolving the Stars Data Engine to a new Ecosystem that allows for expanding our data ingestion footprint while increasing data security, reducing data replication and becoming a more real-time solution related to the data outputs. This position will manage and be responsible for the successful delivery of large-scale data structures and Pipelines and efficient Extract/Load/Transform (ETL) workflows. Acts as the data engineering team lead for large and complex projects involving multiple resources and tasks, providing individual mentoring in support of company objectives. This individual will need to apply Rapid Application Development and Lean techniques in order to direct work assignments and provide mentoring to junior staff to successfully direct the improvements to the Data Engine Framework to support the constituent needs of the various Medicare Business units. The individual will help manage the evolution to a self-organizing, cross functional team structure that leverages iterative Delivery Processes with a focus on continuous delivery of valuable software. This is a telework arrangement and we will consider any individuals eligible for work in the US.
This position will be focused on supporting our on-going collaboration with CVS Health Clinical Trials Services team by leveraging health insurance claims data and data from various Immunization Information Systems (IIS) to assess COVID-19 vaccine safety and effectiveness. The IIS collect vaccination information from physicians and mass vaccination sites for selected vaccines administered within their jurisdiction. In turn, the engineering team develops and implement the Data integration the various IIS to assimilate the Vaccine data. At this junction, the Stars team has implemented data connects with 50% of these authorities.

Fundamental Components:
– Analyze science, engineering, business and other data processing problems to implement and improve computer systems.
– Perform advanced SQL Programming in data warehouse environment including use of different analysis techniques or business intelligence application development.
– Manage, build, enhance, architect and maintain the Medicare Stars Data Engine.
– Process large data sets through complex ETL to our Medicare Star Data Engine.
– Explore, examine, and interpret large volumes of data in various forms.
– Perform analysis of structured and unstructured data to solve moderately complex business problems.
– End to end testing of the Medicare Stars data warehouse data and implement appropriate validation controls to control data quality.
– Develop automated data quality scripts to ensure the data integrity and completeness of the data.
– Design and conduct analysis and outcome studies using healthcare claims, pharmacy, and lab data, employing appropriate research designs and statistical methods.
– Develop, validate, and execute algorithms, data models and reporting tools that answer applied research and business questions for internal and external clients.
– Define and deliver analytical solutions in support of healthcare business initiatives that drive short and long-term objectives.
– Applies understanding of key business drivers to accomplish own work.
– Uses expertise, judgment, and precedents to contribute to the resolution of moderately complex problems.
– Writes ETL (Extract / Transform / Load) processes, designs database systems and develops tools for real-time and offline analytic processing.
– Collaborates with client team to transform data and integrate algorithms and models into automated processes.
– Uses knowledge in Hadoop architecture, HDFS commands and experience designing & optimizing queries to build data pipelines.
– Uses programming skills in Python, Visual Studio, C#, SSIS or any of the major languages to build robust data pipelines and dynamic systems.
– Prior experience leading Cloud technologies including: GCP, Azure and Azure Data Factory
– Builds data marts and data models to support clients and other internal customers.
– Integrates data from a variety of sources, assuring that they adhere to data quality and accessibility standards.

Pay Range
The typical pay range for this role is:
Minimum: 115,000
Maximum: 230,000

Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors, including location.

Required Qualifications
-Strong collaboration and communication skills within and across teams.

-Proven ability to create innovative solutions to highly complex technical problems.
-Ability to leverage multiple tools and programming languages to analyze and manipulate large data sets from disparate data sources.
-Ability to understand and build complex systems and solve challenging analytical problems.
-Advanced knowledge in SQL Server and/or DB2, SSIS, Microsoft .Net Framework, ASP, C#, Visual Studio, SAS, & SQL or similar.
-knowledge in Hadoop architecture, HDFS commands and experience designing & optimizing queries against data in the HDFS environment.
-Experience building and implementing data transformation and processing solutions.
-Has in-depth knowledge of large-scale search applications and building high volume data pipelines.
-Multiple years of progressively complex related experience.

Education
Bachelor’s degree or equivalent work experience in Computer Science, HealthCare Informatics, Computer Engineering, Information Systems, Machine Learning, or related discipline.
